How DOTP Helps PVC Flooring Pass Export Compliance Tests

For PVC flooring manufacturers exporting to Europe and North America, one question dominates every raw material procurement decision: is your plasticizer fully compliant? At Shandong Changxing Plastic Additives Co., Ltd., we have assembled a complete compliance package—four independent test reports covering phthalates, element migration, PFAS, and REACH—so that our DOTP plasticizer customers can prove environmental compliance at every level of the supply chain.

This article explains how these four reports work together as an export compliance package specifically for the PVC flooring and PVC floor roll industry.

The Four-Report Compliance Package at a Glance

When a PVC flooring manufacturer sources DOTP, they are not just buying a chemical—they are buying proof of safety. The four reports below form a complete chain of evidence:

Report Standard What It Covers Result
Phthalates 17 CPSC-CH-C1001-09.4 (GC-MS) 17 phthalate esters incl. DEHP, DBP, BBP DEHP 0.010%, rest ND
EN 71-3 EN 71-3:2019+A2:2024 19 soluble elements migration (Cat. III) All ND
PFAS EN 14582:2016 (IC) Total fluorine screening ND (<20 mg/kg)
REACH EU 1907/2006 SVHC screening, Annex XVII Compliant

Report 1: REACH — The EU Market Entry Ticket

The EU REACH regulation (Registration, Evaluation, Authorisation and Restriction of Chemicals) is non-negotiable for any product entering the European market. For PVC flooring manufacturers, REACH compliance of the plasticizer is the first document European buyers will request. Our DOTP is registered under REACH and screened against the SVHC (Substances of Very High Concern) candidate list, ensuring full compliance with Annex XVII restrictions on phthalates in articles.

Report 2: Phthalates 17-Substance — The Core VOC Control

Phthalate plasticizers are a primary source of VOC emissions in PVC flooring. The SGS phthalate report tests for 17 substances using GC-MS under CPSC-CH-C1001-09.4. Of all 17 substances, only DEHP was detected at a trace level of 0.010% (100 ppm)—far below regulatory thresholds. The remaining 16 substances, including DBP, BBP, DINP, and DIDP, were all not detected (<0.005% MDL). For flooring manufacturers, this means the plasticizer contributes essentially zero regulated phthalates to the final product.

Report 3: EN 71-3 — Safety Down to Toy Grade

Many PVC floors are installed in children's rooms, kindergartens, and playgrounds—environments where safety standards converge with toy regulations. The EN 71-3:2019+A2:2024 test evaluates the migration of 19 soluble elements from Category III materials (scraped-off toy materials). Our DOTP passed with zero detectable migration for all 19 elements, including lead, cadmium, mercury, chromium VI, and organic tin compounds. When a flooring manufacturer uses our DOTP, they can confidently claim that the plasticizer component meets the most stringent migration limits for children's products.

Report 4: PFAS — Future-Proofing Against Fluorine Restrictions

PFAS (per- and polyfluoroalkyl substances) restrictions are accelerating globally. The EU is moving toward a broad PFAS ban, and multiple US states have already enacted legislation. The SGS total fluorine screening under EN 14582:2016 returned non-detectable results (<20 mg/kg), well below the 50 mg/kg client requirement. This confirms that our DOTP contains no detectable PFAS compounds—a critical differentiator as the flooring industry prepares for fluorine-free mandates.

Real-World Validation: Who Trusts Our DOTP for Flooring

The strongest proof of compliance is adoption by industry leaders. Our Dioctyl Terephthalate is currently used by major PVC flooring manufacturers including:

  • Tarkett Industrial (Beijing) Co., Ltd. (得嘉工业) — A global leader in innovative flooring solutions
  • CFL Flooring (China) Co., Ltd. (财纳福诺家居) — One of the world's largest luxury vinyl tile manufacturers
  • Jiangyin Yida Decorative New Materials Co., Ltd. (江阴伊达) — A leading Chinese decorative flooring materials producer

These companies operate under rigorous supplier qualification protocols. Their adoption of our DOTP validates the completeness and reliability of our compliance documentation.

One Package, One Passport

When a PVC flooring manufacturer holds these four reports for their plasticizer, they hold an export passport. No additional third-party testing is required to prove the plasticizer's environmental safety for EU and North American markets. This dramatically shortens the supply chain qualification cycle and reduces compliance costs for downstream manufacturers.

For procurement managers evaluating plasticizer manufacturers, the question is simple: does your supplier provide the full compliance package, or will you need to commission testing yourself?
